    The Struggle for a New Life at the Old Factory


    On May 7, 2020, I experienced a milestone moment in my life. At 8:30 a.m. that day, I attended, together with Zhang Sixia, Chairman of the Board; Zhang Chuangye, Chairman of Jiaozuo Hanhe; and Sun Liqiang, General Manager, the meeting at which Jiaozuo Hanhe signed an investment agreement for its overall relocation with the Shanyang District Government. The meeting concluded smoothly at 10:00 a.m.

    The former Party branch secretary of Jiaozuo Hanhe Cable Co., Ltd. recounts:

    In 2004, the Jiaozuo Municipal Government embarked on a difficult journey of exploration—crucial to the survival of Henan Jinlong Cable Co., Ltd. (formerly the Jiaozuo Cable Factory)—which was on the verge of bankruptcy. The Municipal Development and Reform Commission took proactive measures and, through extensive networking efforts, finally managed to establish contact with Qingdao Hanhe Cable.

    Around the National Day in 2004, at the recommendation of Director Hu Jingyun from the Ministry of Mechanical and Electrical Engineering, the two sides officially began communication. At the invitation of Qingdao Hanhe Cable, mechanical and electrical engineers were arranged to travel to Jiaozuo for an on-site inspection. With their professional perspective, they carefully examined the current state of Jinlong Cable Factory’s equipment and facilities. However, after these engineers returned to Qingdao, they failed to get any further feedback—a situation that left us in Jiaozuo both eagerly anticipating and deeply anxious.

    However, everyone remained determined and refused to give up. In April 2005, Director Ge Tanyu from the Jiaozuo Municipal Development and Reform Commission personally led a delegation. Under the pretext of visiting Qingdao Hanhe, our group continued to engage in discussions about the acquisition. In Qingdao, we were warmly received by Zhang Sixia, the owner of Hanhe Cable, and the company’s general manager. At first, Zhang Sixia didn’t seem very enthusiastic; he merely offered three brief remarks: “Have the general manager arrange lunch,” “Ask the general manager to take us on a tour of Laoshan Mountain this afternoon,” and “I’ll no longer be accompanying you.” We had initially thought that this round of talks would come to nothing, but Director Ge Tanyu didn’t let any opportunity slip away. Rather than going out for the afternoon tour, he stayed in the hotel room and had an in-depth conversation with the general manager, hoping that the general manager would once again report back to the owner. Moved by our sincerity, the general manager agreed to relay our message to the owner. Originally, we had planned to return to Jiaozuo the next day, but after the general manager reported back, the owner expressed his agreement to continue negotiations. Thus, we changed our plans. Accompanied by Director Hu Jingyun, we returned once more to Hanhe’s headquarters in Qingdao for further in-depth discussions. Guided by the principle that Hanhe should focus on corporate development and the Jiaozuo government should prioritize social benefits, both sides gradually began to finalize specific details of their cooperation.

    Three or four days later, Zhang Sixia, the owner of Qingdao Hanhe Cable, personally led a team to Jiaozuo for an on-site inspection. Mayor Tian, who is in charge of industry, attached great importance to the visit and took the initiative to welcome the delegation himself. During their candid exchange, both sides gained a clearer understanding of each other’s current situation, shared aspirations, and the prospects for future cooperation. The communication was remarkably smooth and highly satisfactory. Seizing the momentum, Mayor Tian led another delegation to visit Qingdao Hanhe Cable while attending the auto parts expo in Qingdao. Through this on-site visit, we became even more convinced of Qingdao Hanhe’s strong technological capabilities, market presence, and financial strength—factors that have greatly boosted our confidence in our upcoming collaboration. Meanwhile, Mayor Tian continued to work tirelessly behind the scenes to facilitate the partnership.

    Around June 18, the two sides finally signed the agreement successfully in Qingdao, marking the entry of their collaboration into a substantive phase. At the end of June, Zhang Sixia personally led his team to Jiaozuo. They displayed absolutely no bossy attitude; instead, they checked into a small hotel across the street from the factory premises. Three or four members shared cramped rooms that cost only seventy or eighty yuan each. They bought their own groceries and acquired kitchen utensils, cooking meals and weeding the factory grounds themselves. Thus began their intensive work on site planning and cleanup. Zhang Sixia’s frugality, thriftiness, and practical spirit were truly admirable. By setting an example himself, he established the tone for all subsequent work.

    On July 1, the Jiaozuo Branch of Qingdao Hanhe Cable officially registered and was established. At the same time, equipment installation and factory construction were in full swing. At that time, the office building of the old plant site remained an unfinished structure, and the horizontal workshop was nothing more than a bare foundation. However, Zhang Sixia adhered to the principle of “just get started and keep going,” first completing the renovation and putting the first- and second-floor office spaces into use, and then gradually refining and improving the rest of the facilities. By July, the stranding machine had already been put into production; by October, the tower installation was completed, and the plant began operations smoothly. Thanks to the concerted efforts of all parties involved, the cable factory—once on the verge of closure—finally ushered in a vibrant spring of growth and opened a new chapter in its history.

    From the brink of collapse to its remarkable transformation today, every bit of joy, bitterness, hardship, and peril along the way is something we’ll always cherish. Each communication and every step of effort has been a crucial driving force behind the company’s rebirth. Moreover, Qingdao Hanhe’s takeover has injected fresh vitality into this industrial gem, enabling it to once again set sail in the vast ocean of the cable industry and steer toward the shores of success.
